The Planning and Budgeting Committee (VATAT) is is a subcommittee of the CHE that acts as an intermediary between the Government and institutions of higher education on all matters relating to budget allocations for higher education.

Ministry of Health
The Ministry of Health is responsible for ensuring the health of the population. The ministry determines the policy on matters of health and medical services, and is in charge of planning, supervision and control, licensing and coordination of the health system’s services. The ministry provides health services in the fields of hospitalization and preventive medicine, and insures the population on matters of mental health, geriatrics, public health and rehabilitation devices.

Yad Hanadiv
Yad Hanadiv (the Rothschild Foundation) is a Rothschild family philanthropic foundation in Israel. Yad Hanadiv’s grantmaking is directed towards the areas of education, environment, academic excellence, and the Arab community. It also supports the operation of the Ramat Hanadiv Nature Park and Memorial Gardens and is cooperating with the National Library of Israel in its renewal, including construction of a state-of-the-art facility.

The Israel Science Foundation
The Israel Science Foundation's annual budget of roughly $170 million funds more than 1,300 grants a year, providing two thirds of all grants for basic research in Israel. ISF grants are awarded in Exact Sciences and Technology; Life Sciences and Medicine; and Humanities and Social Sciences, to Israeli researchers at Israeli universities, other institutions of higher education, research and medical centres. Ninety-six per cent of the funding is provided by the government of Israel via the Planning and Budgeting Committee of the Israel Council for Higher Education. Every year more than 10,000 expert reviewers, primarily from abroad, are involved in peer reviewing the proposals.
